Hal ini sejak zaman dahulu merupakan kegiatan sehari-hari yang penting dalam suatu masyarakat (Sani, 2010).
Buku ini secara sederhana membahas tentang konsep Hukum Transportasi yang bagi Masyarakat menjadi kebutuhan sebagai pengaturan dan regulasi pengangkutan tak dapat diingkari. Mereka perlu mencari ladang penghidupan yang baru karena tempat yang lama dirasakan sudah tidak dapat mencukupi kebutuhan hidup. Selama berpindah dari suatu tempat ke tempat yang lain, mereka mengangkut semua bekal dan perlengkapan yang diperlukan. Dan karena kemampuan teknologinya masih rendah, pengangkutan masarakat yang berpindah-pindah ini hanya menggunakan kekuatan jasmani semata.
